"1. Why not use the existing bus services that run from the Pavilion to
Hove Town Hall?
The 11x provides a public service for the City. As you know it
runs between the council's main civic buildings, Hove Town Hall and
Brighton Town Hall along the seafront on the A259 and stops at the
Brighton Centre too. The detailed rationale for this service as requested
is as follows :
To minimise the impact of staff needing to travel between the
main administration split sites across the City, by having effective and
efficient travel arrangements as part of the Staff Travel Plan.
The council's commitment to sustainability is underpinned by the
principles set out in the Staff Travel plan which is designed to reduce
car use and provide improved travel options to employees of Brighton &
Hove City Council.
Policy Framework; This policy is designed to be consistent with
other key council plans, including the Local Transport Plan, the Air
Quality Management Plan, and the emerging Climate Change Action Plan, all
of which aim to reduce traffic in the city.
Principal Aims
o To develop reasonable alternatives for any employee wishing
to use their private vehicle for work.
o To reduce unnecessary car usage by employees.
o To encourage development and use of alternative methods of
travel.
o To encourage those who have to travel to do so in a way
that minimises the environmental impact.
o To adopt the principle that car usage should not attract
financial gain.
o To reduce the negative environmental effects of car usage.
o To allow equality of access to work places and work
facilities for those who do not have access to a private car.
o To ensure health and safety considerations are fully taken
into account when assessing staff travel options.
In accordance with the council's Equalities Policy, As of the
1st April 2010 all the buses used on the 11X service route are DDA
compliant.
Apart from the sustainability angle, the reduction of our
carbon footprint and the facility to move large numbers of staff between
sites quickly and efficiently, there is a saving to the council of not
having to reimburse travel costs arising from staff using their own cars,
taxis etc. between the main buildings. There is also a saving on staff
time.
The 11X provides a public service for the City. This is also a
way of recuperating some of the costs used to pay for the staff bus and to
provide an additional route to the general public. The 11X bus service
route runs to a published timetable, to extend the service to the Royal
Pavilion, and to adhere to the published timetable would necessitate the
council running an additional bus on the service or completely rework the
published timetable and this would not be a cost effective use of public
funds.
