Dear All
I am emailing you because of your involvement in Local Action Teams that fall under the Police ‘central’ area. LATs in the area can feed issues through their PCSOs up to the Central Joint Action Group (JAG) for discussion and hopefully solutions.
The date of the next Central JAG is Thursday 30th April and ‘seafront issues’ are on the agenda. If anyone has any relevant issues that they would like to be discussed at this meeting, please feed them in via your PCSOs.
Kind regards
Lisa Mytton

Despite being an area where you have to be licenced to give out flyers and leaflets, it seems that the law is being ignore.
On a walk through the town we discovered that only the "Royal Hamburger" people were wearing their licences. The people in the enclosed pics weren't.
Do you think that this policy is working?

Late night drinking report Appeal rules that brewery is not liable for tenant's infringement of licensing laws
In a landmark case, judges have ruled that a brewery cannot be held responsible, and prosecuted, for the actions of its tenant — even if it holds the premises licence.
Ship street gating order news..
Many thanks for the comments posted in response to my report of Jan 09 looking at the feasibility of a Gating Order for Ship St Gardens as a response to criminal and antisocial behaviour.
Those who responded and were supportive of a Gating Order were broadly in favour of option 2, rather than the recommended option 3. Option 2 does have some feasibility issues, and these are explored further in the attached document. Comments, questions and constructive criticism sought and welcomed
Yours

Do police targets fail to address anti-social behaviour?
A new report suggests that the police have been forced to fixate so much on targets that they can't address everyday policing issues? When the system rewards arrests but ignores all other efforts to maintain order a police officer may have no incentive to deal with anti-social behaviour until it becomes a criminal offence.
A new report from Ray Mallon, once famous for his zero-tolerance approach to policing, highlights failings in the system that have distorted priorities to the point where public confidence in the police is collapsing.

PFRA recognises need for chugger enforcement
It seems that the body responsible for the regulation of on-street charity collectors has recognised that 'Chuggers' cannot be trusted to self govern through a voluntary code. It has announced the appointment of an enforcement officer.
David Lepper, Brighton Pavilion Labour and Co-operatative MP, has given a cautious welcome to the appointment by the Public Fundraising Regulatory Association (PFRA) of an officer, Nick Henry, to maintain and improve standards of chuggers – face-to-face street fundraisers - and to respond to local council and public complaints.
<we have permission to post this update from the council>
You will therefore be glad to know that the following enforcement action was undertaken in your Ward last week:

With prices going up and the recession hitting hard - it’s good to know there are still some bargains to be found.
At just £3 (plus delivery) compost bins have never been cheaper - and just months after installing one in the garden, householders will be producing their own free compost.
Brighton & Hove City Council has joined forces with the Recycle Now home composting campaign to offer bins at their lowest ever prices. Just £3 buys you a 220 litre bin, and £8 for a 330 litre bin. The bins, which are made from recycled material, will be delivered to your door for just £5.
Residents can order their bins and find out more about home composting by visiting an exhibition at the Jubilee Library which runs until April 15. Representatives from WRAP will be available to answer any questions and to give advice.
