These powers to hand out on the spot fines have been on the books for years. Two years ago posters were distributed informing the Public that these fines would now be imposed. We erected one in our Community Garden. When question as to how many fines had been issued 'City Wide' We were told not one in a two year period. When asked why we were told that it was not the Council's policy. The idea of the Dog Warden was to educate not prosecute. So the same will happen again NO FINES will be issued. So why waste our time telling us things have changed?
