more obstructions!

 I took this photograph this afternoon, which clearly shows  the obstructions to the narrow highway.

IS this practice acceptable?
Should there be a size limit to the boards?

Not only is the car parked on a restricted waiting time, but the bike and the boards make it near impossible to pass

This is near the ideal,

 

and this shop has permission for 2 a-boards flush to the kerb line
